Grant size: Any grant requested under this call for proposals must fall between EUR 450,000.00 and EUR 800,000.00.
DESCRIPTION
The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Promoting Local Economic Development in Ghana” to support actions aimed at promoting local sustainable development. This call for proposals is defined within the framework of the EU's territorial approach to local development (TALD), which seeks to promote greater stakeholder engagement at the local level to reduce poverty and promote growth and sustainable development. Implicit in this call for proposals is the need to ensure a greater participation of women and women groups with the view to enhancing gender equality in local development. It is also aimed at providing job opportunities to the youth as a way of stemming the tide of youth migration.
Priority will be given to projects proposing activities in one or more of the following regions: Ashanti, Greater Accra, Brong-Ahafo and Western regions. In Lot 1, priority will be given to actions proposed by civil society organisations seeking to work closely with local authorities and with a demonstrable track record of collaboration with local authorities.
Proposals should, whenever relevant, propose innovative approaches or methodologies, with the potential of replication on a greater scale, including the use of new information and communication technologies, social media etc.. Priority will be given to proposals submitted by local organisations as lead applicants in order to promote ownership and local leadership. The value added elements referred above will be given weight in the evaluation undertaken by the evaluation committee.
The program is divided in to two lots:
- Lot 1 “Actions implemented by Civil Society Organisations (CSOs) and their CoApplicant(s)”: EUR 3,900,000.00.
- Lot 2 “Actions implemented by Metropolitan, Municipal or District Assemblies” and their Co-Applicant(s): EUR 2,000,000.00.
The specific objective(s) of this call for proposals are:
- To involve Civil Society Organisations, Local Authorities and other relevant stakeholders to promote local sustainable development in job creation and expansion of economic activities in an environmentally sustainable manner at the local level.
- To enhance the capacity of Local Authorities to collaborate with relevant stakeholders including civil society and private sector to mobilise domestic resources for local development while promoting transparency and accountability to citizens.
ELIGIBILITY
Lead applicant: In order to be eligible for a grant, the lead applicant must:
For Civil Society Organisations (CSOs)
- be a legal person and
- be non-profit-making and
- be a specific type of organisation of civil society and
- be established in Ghana or a Member State of the European Union or countries eligible under the Financing Instrument for development cooperation for the period 2014-2020, Regulation (EU) No 233/2014 of the EP and the Council of 11 March 2014- OJL77/44 of 1.3.20145 and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
For Local Authority (LA)
- be a legal person and
- be non-profit-making and
- be a Local Authority meaning a Ghanaian Metropolitan, Municipal or District Assembly (MMDAs), and
- be established in Ghana, and
- be directly responsible for the preparation and management
In addition to the above categories are also eligible for Lot 2: National Association of Local Authorities.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- Co-applicant(s): The lead applicant must act with co-applicant(s) as specified hereafter.
Under lot 1: CSOs as Lead Applicant: At least one co-applicant must be a Metropolitan, a Municipal, a District Assembly or National Association of local authorities
Under lot 2: LAs as Lead Applicant: At least one co-applicant must be a civil society organisation and must satisfy the eligibility criteria for CSO applicants.
How to Apply: The application procedure consists of two phases. First a Concept notes followed by a full application by invitation.
The concept note together with the declaration by the lead applicant must be submitted online via given website.
