DESCRIPTION
Through this global call for proposals, PMNCH is looking for twelve inspiring examples of collaborations across sectors designed to improve women’s, children’s and adolescents’ health. PMNCH is seeking proposals to develop case studies from low- middle- and high-income countries that provide inspiration, insight and ideas about what has worked and why, as well as the challenges addressed, in collaborating across sectors related to six priority themes:
- Early Childhood Development
- Adolescent Health and Well-Being
- Quality, Equity and Dignity in Services
- Sexual and Reproductive Health and Rights
- Empowerment of Women, Girls and Communities
- Be undertaken in Humanitarian and Fragile Settings with women, children and/or adolescents as a target population
ELIGIBILITY
PMCH if looking for collaborations across sectors, whether longer-term or more recently established, that have achieved success judged according to different dimensions relevant to women’s, children’s and adolescents’ health, such as the efficiency, effectiveness or sustainability of the collaboration (see criteria below). The collaboration can be from any country, headed by the health sector, or driven by another sector with health as a partner. It can be government-led or led by other partners (e.g. civil society organizations and local non-government organizations; donor organizations; UN agencies; research or academic institutions, etc.) with government involvement at national and/or sub-national levels. To be eligible, the collaboration must also address at least one of six priority themes mentioned above.2
The selection criteria to score each application are as follows:
- Effectiveness/ Impact of the collaboration
- Implementation across sectors at scale or ready to be scaled
- Data and documentation
- Innovation
- Human rights, gender equality, equity
- Agreement in principle from collaborators
Key deliverables

Working paper informed by a case study checklist and developed through:
- A review of programme data, reports and evaluations and other peer-reviewed and grey literature; review of quantitative data from population based surveys, routine data systems and other sources
- Meetings with key stakeholders to inform and validate findings on stakeholder’s experience with the collaboration
- Multi-stakeholder dialogue4 to review and agree on the main findings of the draft working paper, resulting in a short meeting report and updated working paper.
- 3000 word article, adapted from the working paper and to be submitted for peer review as part of a special issue of a global health journal. The country team would reach early agreement on the core writing group and authorship for the article, and writing support would be provided by the national and international consultants.
- Multimedia: photos and video of the MSD and of the collaboration context
Timeline
- 22 December 2017: Deadline for 2 page proposals
- 31 January 2018: Final selection concluded and each applicant will be contacted directly with the outcome of the decision, e.g. whether they were successful or not.
- Feb – June 2018: Case study development, including holding a multistakeholder dialogue. Specific timelines and country support visits by the international consultants engaged by PMNCH will be determined in consultation with country teams.
- June 2018: Submission of articles for journal peer review
- June to December 2018: Revision and finalization of 12 articles
- December 2018: Launch at Partners Forum in New Delhi, India
