European Commission is seeking applications from organisations for the thematic programme “Civil Society Organisations and Local Authorities 2014-2020” to strengthen civil society organisations and local authorities in EU partner countries.
The overall objective of this call is to strengthen the capacity of Lao Civil Society Organisations (CSOs) and Local Authorities (LAs) to contribute to the achievement of national development goals in Lao PDR.
Objectives
- To improve technical, operational and management capacities of Lao CSOs and LAs in service delivery to the most marginalized and vulnerable groups in Lao PDR;
- To improve technical, operational and management capacities of Lao CSOs and LAs in policy dialogue, and the promotion of participation, transparency and accountability.
Expected Outcomes
- Strengthened capacity of Lao CSOs and LAs to promote and provide improved access of disadvantaged populations to quality basic services in nutrition-sensitive support or primary/lower secondary education activities to the most marginalised and vulnerable groups in Lao PDR;
- Enhanced Laos CSOs and LAs capacity and actions to participate in and contribute to the policy dialogue and accountability processes at local and national level including monitoring and implementation in nutrition-sensitive/nutrition-governance support or primary/lower secondary education or in Public Finance Management (PFM) in Lao PDR;
- Increased documentation, sharing and dissemination of knowledge, experiences, networking among CSOs and/or interaction between CSOs and LAs in a local public policy related to the above mentioned issues.
Size of the Grants
- For Civil Society Organisations: Any grant requested under this call for proposal must fall between EUR 600,000 to EUR 1,200,000
- For Local Authorities: Any grant requested under this call for proposal must fall between EUR 250,000 to EUR 300,000
Location: Actions must take place in Laos PDR.
Duration: The initial planned duration of an action may not be lower than 36 months nor exceed 54months.
Eligibility Criteria: In order to be eligible for a grant, the lead applicant must:
- be legal persons and
- be non-profit-making and
- be Civil Society Organisations and
- be established in a Member State of the European Union, in a Member State of the European Economic Area (EEA) or in Lao PDR and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- The lead applicant must act with co-applicant(s) as specified hereafter. Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies) that include:
- Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
How to Apply: The application procedure consists of two phases:

2. Full application
In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
