The Embassy of Canada in Thailand and Canada’s Diplomatic Offices in Cambodia and Lao PDR have launched their annual call for proposals for the Canada Fund for Local Initiatives (CFLI).
The CFLI is a targeted small-grants program, directly managed by the Embassy of Canada in Thailand, designed to fund visible, high impact, results-oriented projects. CFLI projects are locally designed and implemented, thereby seeking to be responsive to local needs and interests.
Thematic Priorities: Eligible CFLI projects in Cambodia, Lao PDR, and Thailand must address one or more of the thematic priorities outlined below, based on the proposed country of implementation.
Cambodia: The CFLI thematic priorities for Cambodia in 2018-2019 are:
- Gender equality and the empowerment of women and girls
- Inclusive governance, including diversity, democracy, human rights and the rule of law
- Peace and security, with a focus on conflict prevention and building peace
Laos PDR: The CFLI thematic priorities for Lao PDR in 2018-2019 are:
- Human dignity, covering health, education and nutrition
- Inclusive governance, including diversity, democracy, human rights and the rule of law
- Growth that works for everyone, including women’s economic rights, decent jobs and entrepreneurship, investing in the poorest and most vulnerable, and safeguarding economic gains
Thailand: The CFLI thematic priorities for Thailand in 2018-2019 are:
- Gender equality and the empowerment of women and girls
- Inclusive governance, including diversity, democracy, human rights and the rule of law
- Environment and climate action focusing on adaptation and mitigation, as well as on water management
Funding Information
- The average CFLI contribution is C$15,000 to C$30,000 Canadian Dollars (C$50,000 is the maximum allocation amount for a project).

- Please note that all contributions are made in Canadian dollars.
Term of Projects: All projects must be completed between the date of signature of the Contribution Agreement and 28 February 2019. It is expected that Contribution Agreements for this year’s selected projects will be signed in July 2018.
Eligibility Criteria
- local non-governmental, community and not-for-profit organizations,
- local academic institutions working on local projects,
- international, intergovernmental, multilateral and regional institutions, organizations and agencies working on local development activities,
- municipal, regional or national government institutions or agencies of the recipient country working on local projects, and
- Canadian non-governmental and not-for-profit organizations that are working on local development activities through a local office.
- The majority of CFLI funding is to be directed toward local civil society organizations (including non-governmental organizations) working in Cambodia, Lao PDR, and Thailand.
- Other entities, such as international, intergovernmental, multilateral and regional organizations, and government institutions are eligible for CFLI funding, provided that they are working with local partners and on local projects that are consistent with the priorities of the CFLI.
Eligible Activities (examples):
- conducting advocacy
- providing training or education
- providing technical expertise
- conducting research and/or reporting
- providing or repairing infrastructure
- providing equipment
- delivering supplies
- in exceptional cases, providing support for humanitarian assistance efforts
