DESCRIPTION
Foreign & Commonwealth Office is currently inviting applications for its Magna Carta Fund for Human Rights and Democracy (MCFHRD) 2016-17, with an aim to further British interests overseas by tackling the root causes of human rights violations, strengthening institutions and governance, supporting the promotion and protection of human rights, and promoting democracy and the rule of law.
Program Themes
- Democratic values and the rule of law – uphold universal rights, democracy and the rule of law as key building blocks for more secure and prosperous societies
- The rules-based international order – support an effective rules-based international order that stands up for universal rights
- Human rights for a stable world – promote a more stable world by upholding universal rights in tackling conflict and extremism
ELIGIBILITY
- MCFHRD projects will complement the human rights work of individual British Embassies or High Commissions across the globe, so proposals for all countries are eligible.
- The MCFHRD accepts project bids from civil society, commercial organizations, governments, think tanks, other UK government departments and international organizations.
- The MCFHRD encourage Embassies and High Commissions to work closely with both local and international implements, in order to identify potential projects that are of the greatest relevance to the UK’s human rights focus of the country.
HOW TO APPLY
Applicants must complete Project concept note available on the website, of no more than three pages in length.

- guidance for implementers;
- the project concept note form; and
- the standard grant contracts
For single-country proposals, send to the British Embassy or High Commission in the country, or countries, you intend to work in (contact details for all UK Missions can be found here: https://www.gov.uk/government/world
For multi-country proposals, send to HRD.Programme@fco.gov.uk
Successful implementers will be invited to submit a full proposal by 04 March. The relevant Embassy, High Commission or the MCFHRD team will advise you on which proposal form to complete depending on the value of the project. The deadline for submission of the full project proposals is 04 March (unless advised differently by the relevant local Embassy or High Commission). Applicants will be informed of the final outcome by May 2016.
Bids will be assessed against the following criteria:
- value for money
- alignment with MCFHRD Strategy and FCO’s Foreign Policy Priorities
- evidence of local demand or need
- project viability, including capacity of implementing organisation(s)
- project design, including clear, achievable impact
- risk and stakeholder management
- sustainability
