DESCRIPTION
The current call for proposals aligns with the priorities set out in the 2012 Communication, the EU Roadmap for Engagement with Civil Society in Indonesia 2015-2017, and the 2030 Agenda. It focuses particularly on SDG 1 – eradicating poverty; SDG 4 – Ensure inclusive and quality education for all and promote lifelong learning; SDG 5 – gender equality and women's empowerment; SDG 8 – promoting inclusive and sustainable economic growth; and SDG 16 – peace, justice and strong institutions; which are particularly central to EU cooperation with Indonesia. Capacity building of CSOs and Local Authorities is key to successful achievement of the SDGs, including by strengthening their financial, technical and managerial capacities.
The global objective of this call for proposals is to enhance CSOs' contributions to governance and development processes in Indonesia, with a view to contributing to capacity development of Local Authorities to facilitate and strengthen decentralisation and local development processes, and to contribute to poverty reduction and the attainment of sustainable development goals (SDGs) in accordance with a Territorial Approach to Local Development (TALD). Within this general aim, and in line with the priorities for EU engagement with civil society in Indonesia for the period 2015-2017, two specific objectives will be pursued:
Objective 1: Promote a constructive and effective participation of civil society across the key social, economic and environmental public policies in Indonesia (it corresponds to priority 2 of the Roadmap)
Objective 2: Support the capacity of CSOs to contribute to poverty reduction and inclusive and equitable economic growth (it corresponds to priority 3 of the Roadmap)
Priority will be given to actions in Indonesia in three sectors: Governance and Accountability, Local Economic Development and Inclusive and Quality Education
ELIGIBILITY
- be legal person
- be non-profit making
- be CSO or SCO constitutes in accordance with the legislation in force in Indonesia and
- be established in Indonesia or a Member State of the European Union and/or be one of the contracting parities to the Agreement on the European Economic Area and be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as intermediary.
The EU considers CSOs to include membership-based, cause-based and service-oriented CSOs. Among them, community-based organisations, non-governmental organisations, faith-based organisations, foundations, research institutions, women's organisations, cooperatives, professional and business associations, and the not- for-profit media. Trade unions and employers' organisations, the so-called social partners, constitute a specific category of CSOs.
